Amends Section 43-13-115 of Mississippi Code to add a new category (28) of Medicaid recipients for individuals under 65 years of age who are not pregnant and not enrolled in Medicare, with income not exceeding 133% of the federal poverty level.

Eligible individuals under the new category must receive benchmark coverage or benchmark equivalent coverage as defined under Section 1937 of the federal Social Security Act.

The Division of Medicaid shall determine eligibility for individuals covered under this new category.

Implements authorization provided under the federal Patient Protection and Affordable Care Act to expand Medicaid coverage.

Takes effect July 1, 2014.
