Removes the Executive Director of the Department of Information Technology Services from membership in the Wireless Communication Commission.

Eliminates the Department of Information Technology Services' consultation and administrative functions over the commission's operations.

Transfers administration of the Integrated Public Safety Communications Fund from the Department of Information Technology Services to the Wireless Communication Commission.

Clarifies that the commission has sole authority to promulgate rules, regulations, and operational policies for the statewide wireless communications system without requiring departmental approval or consultation.

Effective July 1, 2014.
