Prohibits operators of motor vehicles who are 18 years of age or younger from writing, sending, or reading text messages using a hand-held mobile telephone while the vehicle is moving.

Defines "hand-held mobile telephone" as any mobile telephone or portable electronic communication device requiring at least one hand to use, excluding voice-operated or hands-free devices.

Exempts law enforcement, emergency vehicles, emergency reporting, persons in physical danger, parked vehicles, emergency communications, vehicle operational systems, and navigation systems from the texting prohibition.

Establishes violations as misdemeanors punishable by a fine not to exceed $250.00, or up to $1,000.00 if the violation occurs during a motor vehicle accident.

Takes effect July 1, 2014.
