Amends Section 45-9-53, Mississippi Code of 1972, to regulate gun buy-back and gun destruction programs by counties, municipalities, and governmental bodies.

Prohibits counties, municipalities, or governmental bodies from participating in programs where individuals receive compensation for surrendering firearms unless the body has adopted a resolution, ordinance, or rule authorizing participation.

Requires that any firearm received through an authorized program must be offered for sale at auction to federally-licensed firearms dealers, with proceeds going to the general operating fund of the governmental body.

Allows firearms remaining unsold after auction attempts to be disposed of by the governmental body as it deems appropriate.

Takes effect July 1, 2014.
