Authorizes the Mississippi Commissioner of Public Safety to negotiate a mutual agreement with the Republic of China (Taiwan) for reciprocal driver's license issuance.

Agreement shall cover Mississippi citizens residing in Taiwan and Taiwanese citizens residing in Mississippi.

Taiwan shall be represented through the Ministry of Transportation and Communications via the Director General of the Taipei Economic and Cultural Office in Houston, Texas.

Agreement must be written and signed by both the Mississippi Commissioner of Public Safety and the Taiwan Director General.

Takes effect upon passage.
