Revises Mississippi's minimum teacher salary scale for 2014-2015 and 2015-2016 school years, with salaries ranging from $33,390 to $66,370 for Class AAAA teachers depending on experience level.

Limits annual salary supplements of $6,000 to one per educational employee regardless of the number of qualifying national certifications held (Master Teacher, school nurse, counselor, speech-language pathologist, or academic language therapist certifications).

Creates the School Recognition Program beginning in the 2016-2017 school year to provide financial awards to high-performing schools: $100 per pupil for schools rated "A" or improving one letter grade, and $75 per pupil for schools rated "B".

Requires School Recognition Program awards be distributed as nonrecurring salary supplements to teachers and staff only (excluding administrators) and establishes a dedicated School Recognition Program Fund for distributions.

Takes effect July 1, 2014.
