Removes authority of local school boards to designate personnel supervisors or other principals to recommend assistant superintendents and principals for employment, requiring the superintendent alone to make these recommendations.

Eliminates the requirement that noninstructional employees recommended by designees must have been employed by the district when the superintendent took office.

Removes the compensation cap limiting noninstructional employees' salaries to the statewide average for comparable positions as established by the State Department of Education.

Streamlines the hiring process by requiring principals to recommend licensed and noninstructional employees directly to the superintendent rather than allowing alternative designees to make recommendations.

Takes effect July 1, 2014.
