Brings forward 11 sections of Mississippi Code related to construction liens and stop-notice provisions for purposes of amendment, effective July 1, 2014.

Establishes lien rights for architects, engineers, surveyors, laborers, materialmen, equipment suppliers, and contractors on property where improvements were made, extending to one acre (or entire lot in municipalities) unless work was on a subdivision.

Requires chancery clerks to maintain a "Notice of Construction Liens" record where lien notices must be filed to take effect against purchasers or encumbrancers.

Allows subcontractors, laborers, materialmen, and equipment suppliers to give written notice to property owners of amounts owed by contractors, binding funds in the owner's hands for pro rata payment of all eligible claimants.

Permits workers and suppliers to record lien claims in the lis pendens record, with penalties of forfeiture and court remedies available for false or improper filings.
