Authorizes six Mississippi public universities (Mississippi State University, Mississippi University for Women, University of Southern Mississippi, Delta State University, Jackson State University, and Mississippi Valley State University) to directly acquire and dispose of real and personal property

Transfers property acquisition and sale authority from the Board of Trustees of State Institutions of Higher Learning to the individual universities themselves

Requires property sales to be at fair market value as determined by a professional appraiser selected and approved by the Department of Finance and Administration, with appraisals filed at least 30 days before any sale

Specifies that appraisal fees must be shared equally between the university and the buyer or seller

Mandates that universities retain mineral rights for the State of Mississippi when selling any property
