Prohibits state institutions of higher learning and public community or junior colleges from denying recognition, privileges, or benefits to student organizations based on the religious content of the organization's speech, including worship.

Allows religious student organizations to determine that leadership selection, internal affairs, doctrinal definitions, and dispute resolution activities require commitment to the organization's religious mission.

Prevents state higher education institutions from penalizing student organizations that exercise the rights to restrict leadership and membership based on religious commitment.

Applies to all state institutions of higher learning under Section 37-101-1 and all public community or junior colleges in Mississippi.

Takes effect July 1, 2014.
