Abolishes six inactive state boards and commissions, including the Governor's Commission on Physical Fitness and Sports, the Health Care Trust Fund Board of Directors, the Technical Advisory Committee on Boiler and Pressure Vessel Safety, the Advisory Board to the Mississippi Institute for Forest Inventory, the State Seed Board, and the Electronic Protection Licensing Advisory Board.

Transfers duties of abolished boards to existing state agencies: State Treasurer assumes Health Care Trust Fund administration; State Board of Health adopts boiler safety regulations; State Fire Marshal administers electronic protection licensing; Secretary of State oversees electronic recording standards.

Establishes four-year term limits and eight-year consecutive service limits for members of 75+ state boards, commissions, and councils, effective July 1, 2014; applies to boards ranging from the State Board of Public Accountancy to the Mississippi Commission on Wildlife, Fisheries and Parks.

Requires all state agencies to publish their travel policies and expenditures on their websites with links to the Transparency Mississippi website maintained by the Department of Finance and Administration.

Mandates that each state regulatory, investigative, or advisory board conduct financial audits of all receipts and disbursements at least once every two fiscal years, with audit reports submitted to the State Auditor and published on the agency's website.
