Legislature appoints delegates and alternate delegates to represent Mississippi at any Article V convention for proposing constitutional amendments; all appointees must be state residents.

Delegates must swear to abide by instructions provided by the Legislature through joint resolution regarding the scope of matters they may consider and vote on at the convention.

Delegates are prohibited from voting on proposed amendments that differ from the exact text in the application calling for the convention or fall outside the scope established by legislative instructions; violation results in immediate removal and replacement by an alternate.

Delegates who knowingly and willfully violate voting restrictions face criminal penalties of up to two years imprisonment and/or a fine up to $2,000.

Creates the Article V Convention Delegate Advisory Group composed of state judges and an attorney to advise delegates and the Attorney General regarding compliance with legislative instructions; the group may recommend credential revocation to the Attorney General.
