Requires health insurance navigators operating under the federal Affordable Care Act to obtain a license from the Mississippi Commissioner of Insurance before providing advice or guidance on health benefit plans.

Establishes licensing qualifications including completion of at least 35 hours of instruction on health benefit insurance and exchange provisions, passage of a commissioner-approved examination, age requirement of 18 years, and good moral character.

Prohibits navigators from soliciting currently insured persons, receiving commissions or compensation from insurers or health plans, and providing comparative advice about specific plans unless also licensed as an insurance agent or administrator.

Requires navigators to provide factually accurate information about premium tax credits and cost-sharing reductions, and mandates continuing education for license renewal.

Effective July 1, 2014; does not apply to patient navigators who assist patients in overcoming healthcare system barriers.
