Restricts commitment to Oakley Youth Development Center to juveniles adjudicated delinquent for felonies only, removing the previous option to commit juveniles adjudicated delinquent three or more times for misdemeanor offenses.

Allows the Oakley Youth Development Center to provide notice of a child's release to the committing court in less than 10 business days if needed to manage facility population limitations.

Adds electronic monitoring as a disposition alternative that a youth court may order, subject to conditions and limitations prescribed by the court.

Clarifies that treatment orders must not conflict with a provider's determination of medical necessity.

Takes effect July 1, 2014.
