HB 578 Summary

• Creates Section 83-9-353 requiring all health insurance plans in Mississippi to cover and reimburse store and forward telemedicine services and remote patient monitoring services.

• Store and forward telemedicine services must be reimbursed at the same rate as in-person consultations; remote patient monitoring services have minimum daily rates of $10.00 per day ($16.00 with medication adherence monitoring) and $50.00 one-time installation fees.

• Qualifying patients for remote patient monitoring must have been diagnosed with chronic conditions in the last 18 months and have two or more hospitalizations/emergency room visits in the past 12 months.

• Requires remote patient monitoring providers to be Mississippi-based entities affiliated with Mississippi health care facilities and meet specific protocols for data security, clinical monitoring, and equipment standards (FDA Class II devices).

• Amends Section 25-15-9 to require the State and School Employees Health Insurance Plan to provide coverage for store and forward telemedicine and remote patient monitoring services; effective July 1, 2014.
