Authorizes private citizens ("qui tam plaintiffs") to file civil lawsuits on behalf of the state for amounts exceeding $10,000, with complaints initially filed under seal for 60 days while state agencies decide whether to intervene

Awards qui tam plaintiffs 15-25% of recovered proceeds if the state joins the case, or 25-30% if the plaintiff proceeds alone; awards may be reduced if the plaintiff planned or initiated the violation

Prohibits employer retaliation against employees who report false claims or participate in fraud investigations, with remedies including reinstatement, double back pay, and punitive damages

Establishes a 3-year statute of limitations from discovery of the violation, with an absolute 10-year limit from the date of the violation
