Revises fiscal year 2014 appropriation bills for multiple state agencies including Workers' Compensation Commission, Department of Banking and Consumer Finance, Secretary of State, Department of Finance and Administration, Department of Wildlife/Fisheries/Parks, Department of Insurance, State Department of Health, Department of Agriculture and Commerce, Department of Revenue, Department of Human Services, and Public Employees' Retirement System.

Provides exceptions to state salary increase prohibitions for specific positions including Examiner Class Series positions at Department of Banking, Director of Finance position at Secretary of State ($60,000-$65,000 salary range), and positions at Department of Revenue.

Authorizes Department of Revenue to expend up to $2,536,000 in special funds for costs related to moving into new office facility and to purchase equipment for ABC Warehouse from capital expense funds.

Authorizes Department of Human Services to expend $14,959,707 to hire new child protection workers to meet Olivia Y lawsuit settlement requirements and to expend funds for Senior Olympics Program.

Reallocates various positions across agencies including Workers' Compensation Legal Assistants to Paralegal Specialists, State Department of Health Deputy Director to MS-HIN Executive Director, and Public Employees' Retirement System Staff Officer II to Staff Officer III.
