Repeals sections 63-13-1 through 63-13-29 of Mississippi Code, eliminating the requirement for annual safety inspections of motor vehicles and issuance of inspection certificates.

Amends Section 63-7-59 to remove provisions requiring motor vehicle inspection stations to issue labels certifying window tint compliance and test windows for light transmittance.

Retains prohibitions on window tinting that reduces light transmittance below legal limits, with exemptions for medical conditions, school buses, public transportation vehicles, and windows tinted before factory delivery.

Maintains the certificate of medical exemption process for individuals with medical conditions aggravated by sunlight exposure, issued free of charge through county tax collectors.

Takes effect July 1, 2014.
