Requires the Department of Public Safety to create regulations prohibiting replacement of manufacturer's headlights on motor vehicles with halogen lights.

Makes it a misdemeanor offense for any person to use a lighting device disapproved by the department, with punishment according to Section 63-9-11.

Maintains existing departmental authority to approve or disapprove lighting devices and enforce standards that conform to Society of Automotive Engineers specifications.

Brings Section 63-7-45 forward for possible amendment, which governs the department's authority to suspend or revoke approval of lighting devices that fail to meet requirements.

Takes effect July 1, 2014.
