Authorizes the Mississippi Department of Transportation (MDOT) and Mississippi Highway Safety Patrol (MHSP) to enter into a memorandum of understanding to provide escort services for super over dimensional loads on state highways and federal interstates

Allows MDOT and MHSP to assign personnel and equipment on an overtime or extra-time basis, with escort costs reimbursed by the owner or transporter of the load

Permits owners or transporters to use local law enforcement agencies as an alternative to MDOT and MHSP escorts

Requires that the definition of "super over dimensional loads" be established in MDOT's rules and regulations and cannot be changed through the memorandum of understanding

Takes effect upon passage
