Designates Mississippi Highway 9 in Choctaw County from the Choctaw-Webster County Line to the corporate limits of Ackerman as the "Phyllis A. Graham-Steven B. Moss Memorial Highway"

Designates U.S. Highway 82 in Webster County between its two intersections with Mississippi Highway 182 as the "Keith Alan Crenshaw Memorial Highway"

Designates a 6,600-foot segment of Mississippi Highway 15 in Choctaw County as the "Anthony Lucas Memorial Highway"

Designates Mississippi Highway 30 in Union County from New Albany to the Union-Lafayette County Line as the "William Faulkner Memorial Highway" and U.S. Highway 90 in Gautier as the "Scott E. Pruitt Memorial Highway"

Requires the Mississippi Department of Transportation to erect and maintain appropriate signs for all designated memorial highways, effective July 1, 2014
