Amends Section 31-7-103 of the Mississippi Code to shift personal liability for purchases made without a purchase requisition or binding contract from the purchase clerk to the person making the purchase.

Requires the person making a purchase without proper documentation to ensure compliance with state law and be personally liable when legal requirements are not followed.

Applies to purchases under $1,000 in aggregate cost, which are exempt from requiring a purchase requisition, purchase order, or receiving report.

Effective date is July 1, 2014.
