Adds trained or certified emergency response providers to the definition of "absent voter" if deployed during absentee voting periods, on election day, or during a state of emergency declared by the President or any state Governor.

Expands the list of military academies whose Mississippi student citizens qualify as absent voters to include the United States Naval Academy, Coast Guard Academy, and Merchant Marine Academy, in addition to the Air Force and Military Academies.

Extends absent voter status and absentee ballot privileges to spouses and dependents of all categories of absent voters, including the newly added emergency response providers and military academy students.

Effective July 1, 2014.
