Amends Section 33-15-17 to authorize county boards of supervisors to allow the county administrator or director of emergency management to declare a local emergency, subject to ratification by the board at its next regular or special meeting.

Requires the county board of supervisors to review and ratify the emergency declaration at its first meeting following the proclamation, and thereafter at least every 30 days until the emergency is terminated.

Adds new authority to Section 19-4-7 for county administrators in both countywide and non-countywide road administration systems to act as the board or county director of emergency management to declare local emergencies under Section 33-15-17.

Preserves existing authority of mayors and municipal governing bodies to proclaim local emergencies, with similar board review and ratification requirements.

Takes effect July 1, 2014.
