Creates the Municipal Government Responsibility Act to protect state and municipal credit by authorizing intervention in municipalities that fail to provide services to citizens.

Authorizes the Governor to appoint a review team consisting of the State Treasurer, State Auditor, and nominees from the Lieutenant Governor and Speaker of the House to assess municipal financial conditions and service delivery.

Establishes procedures for triggering reviews when a municipality requests assistance by resolution, the state treasurer identifies financial problems, or 20% of qualified electors petition claiming service failures.

Authorizes the Governor to appoint an emergency manager with broad powers to manage municipalities experiencing financial emergencies, including authority to amend budgets, approve expenditures, renegotiate contracts, consolidate departments, and reduce official compensation.

Requires review teams to report within 60 days with conclusions about service failures and financial conditions; prohibits emergency managers from imposing new taxes without voter approval.
