Prohibits inmates convicted of a violent felony after a prior violent felony conviction (for which they served time) from earning time allowances under Section 47-5-139.

Defines "violent felony" to include homicide, robbery, manslaughter, arson, burglary of occupied dwelling, aggravated assault, drive-by shooting, kidnapping, felonious abuse of vulnerable adults, felony child abuse, exploitation, and certain other specific crimes.

Applies the same violent felony recidivist prohibition to inmates in trusty status seeking trusty time allowance reductions under Section 47-5-138.1.

Effective July 1, 2014.
