Authorizes county boards of supervisors to allow county departments to use county vehicles and road equipment without requiring cost reimbursement between departments.

Permits boards to transfer vehicles or road equipment between county departments for a nominal fee or without reimbursement as determined to be in the taxpayers' best interest.

Requires boards to record any decisions permitting inter-departmental use or transfer of vehicles and road equipment in the official minutes, including the duration of such use.

Takes effect July 1, 2014.
