Reduces the maximum percentage of Medicaid beneficiaries who may be enrolled in managed care programs, coordinated care programs, health maintenance organizations, and similar programs from 45% to 22% of all Medicaid beneficiaries.

Extends the repeal date of Section 43-13-117 from July 1, 2014 to July 1, 2015.

Extends the repeal date of the dental care services provision (paragraph 10) from July 1, 2014 to July 1, 2015.

Maintains existing restrictions on managed care programs, including requirements that providers be paid at rates no lower than standard Medicaid rates and that programs cannot override medical decisions of hospital physicians.
