Authorizes sheriffs and their deputies to use radar speed detection devices on public roads outside municipalities to enforce speed limits in special school zones marked with caution blinking lights.

Allows municipal law enforcement in cities with populations of 2,000 or more to use radar on municipal streets, and cities with populations exceeding 15,000 to use radar on federally designated highways within city limits.

Permits college and university campus police to use radar within campus boundaries if enrollment exceeds 2,000 students.

Requires counties to use funds collected from school zone speed violations to support school safety through school resource officers, law enforcement assignments to schools, or safety training for school faculty and staff.

Takes effect July 1, 2014.
