Establishes state policy that every person in Mississippi has the right to choose or decline any mode of securing health care services without penalty or threat of penalty.

Prohibits laws or rules from compelling any person, employer, or health care provider to participate in any health care system or health insurance plan.

Protects the right to pay directly for lawful health care services without penalties, taxes, or fines, and protects health care providers from penalties for accepting direct payment.

Declares that any law restricting a person's right to purchase or refuse to purchase health insurance is void and unenforceable, and authorizes the Attorney General to defend or prosecute rights under the act.

Takes effect July 1, 2014.
