Establishes per diem compensation rates of $84.00 per day for election commissioners performing voter roll maintenance duties, with annual day limits ranging from 50 to 240 days depending on county population size.

Requires election commissioners to sign sworn certification forms detailing hours worked and compensation claimed, with provisions for public inspection and contest procedures including de novo appeal rights to circuit court.
