Establishes a joint legislative oversight committee for Medicaid managed care consisting of 10 members: 2 House Medicaid Committee members, 1 House Public Health and Human Services Committee member, 3 Senate Public Health and Welfare Committee members, 2 House Appropriations Committee members, and 2 Senate Appropriations Committee members.

Committee members appointed by the Speaker of the House and Lieutenant Governor for terms coinciding with legislative terms; chairperson and vice chairperson alternate annually between House and Senate appointees; first meeting required before August 1, 2014.

Committee must submit a written report at the beginning of each regular legislative session detailing quality of care, healthcare coordination, public information availability, community outreach, cost comparisons, and caseload comparisons for any Medicaid managed care program operated by the Division of Medicaid.

Committee members have access to medical assistance reports, caseload data from the Division of Medicaid, and reports submitted to the Centers for Medicare and Medicaid Services; reports must be published on the Legislature's official website.

Committee members receive per diem compensation at the rate authorized by Section 25-3-69 and reimbursement for mileage and expenses when Legislature is not in session, paid from their respective house contingent expense funds.
