Creates new code section 27-103-159 requiring the Legislative Budget Office, PEER Committee staff, Department of Corrections, Department of Education, Department of Health, and Department of Transportation to develop inventories of agency programs and activities beginning with the fiscal year 2016 budget cycle.

Requires agencies to categorize all programs as evidence-based, research-based, promising practices, or other programs with no evidence of effectiveness, using resources such as the Washington State Institute for Public Policy's Evidence Based Practices Institute catalogue.

Mandates identification of agency program premises, goals, objectives, outcomes, outputs, cost-benefit ratios, and methodologies, with procedures for base-lining programs and determining effectiveness.

Allows the four specified agencies to be exempted from certain performance measurement and evaluation requirements under sections 27-103-153 and 27-103-155 beginning with the fiscal year 2017 budget cycle, except for strategic planning requirements.

Requires the Legislative Budget Committee to recommend to the Legislature by the 2019 regular session a plan for applying these inventory and categorization processes to all state agencies.
