Creates a $25.00 state assessment on persons convicted of violating state litter laws under Sections 97-15-29, 97-15-30, 97-15-33, and 97-15-32, with funds deposited into the Statewide Litter Prevention Fund.

Establishes a new Court Collections Fund administered by the Department of Revenue to support salaries of court personnel and fund software, equipment, and expenses for collecting fines and assessments in the justice court system.

Adds a $15.00 assessment to other misdemeanor violations (not traffic, implied consent, or game/fish violations) to be deposited into the Court Collections Fund, increasing the total misdemeanor assessment from $106.75 to $121.75.

Requires counties and municipalities to deposit monthly lump-sum state assessments with the State Treasurer and report violation counts to the Department of Finance and Administration for proper fund allocation.

Takes effect July 1, 2014.
