Requires counties and municipalities to adopt one of the last three editions of the International Building Code (IBC), International Residential Code (IRC), or other codes addressing electrical, plumbing, mechanical, and fire standards as the state uniform construction code.

Exempts residential fire sprinkler system requirements from the International Residential Code for new or existing one- or two-family dwellings.

Allows counties and municipalities to opt out of code requirements within 120 days by adopting a resolution.

Exempts farm structures, industrial facilities in specified NAICS sectors, fairground buildings, hunting/fishing camps, manufactured housing, and salvage timber use in Pearl River County from building code enforcement.

Takes effect August 1, 2014.
