Defines "Governor's authorized representative" as the person empowered by the Governor to execute disaster assistance documents on behalf of the state under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Defines "advertising" to include print, broadcast, and multimedia advertising for advancing public awareness of disaster preparedness, mitigation, and emergency information dissemination.

Authorizes the Mississippi Emergency Management Agency to expend federal public education and outreach funds and state disaster funding for comprehensive preparedness and mitigation public awareness campaigns using multimedia methods.

Designates the Agency as the coordinating body for all 911, E-911, and NG911 capabilities statewide, working with the Governor-appointed entity and state and local agencies with 911 responsibilities.

Requires the Agency to prepare a plan with proposed state funding priorities for Mississippi's remote sensing and geographic information system activities, including the Mississippi Spatial Data Infrastructure.
