Prohibits the State and School Employees Health Insurance Plan from restricting a covered employee's ability to assign benefits to a licensed health care provider.

Requires the plan to pay health care providers directly when a covered employee provides written direction to assign benefits to that provider.

Establishes that direct plan payments to providers constitute payment in full, and providers may not bill employees for amounts above the plan payment except for deductibles, coinsurance, copayments, or noncovered services agreed to in writing by the employee.

Voids any existing plan provisions that limit or restrict benefit assignment rights.

Effective July 1, 2014.
