Prohibits the Governor, state officials, and political subdivision employees from confiscating firearms, ammunition, or firearm/ammunition components from persons in lawful possession during martial law or emergencies.

Prohibits imposition of additional restrictions on lawful possession, transfer, sale, carrying, storage, display, or use of firearms and ammunition during martial law or emergencies.

Defines "firearm" as any weapon designed to expel a projectile by explosive action and "ammunition" as a cartridge or shell containing explosive or incendiary material designed for use in a firearm.

Amends Section 45-9-53 to clarify that counties and municipalities cannot act in contravention of firearm confiscation restrictions and adds ammunition and firearm components to exemptions during riots, insurrections, and natural disasters.

Amends Section 33-15-11 to prohibit the Governor from acting in contravention of firearm confiscation restrictions when exercising emergency management powers; effective July 1, 2014.
