Amends Section 37-9-39 of Mississippi Code to require the State Board of Education's standard teacher contract to provide for salary payment in equal monthly installments beginning in the first month of employment, regardless of days worked.

Establishes that employees who fail to complete their contractual obligation and receive payment exceeding the monthly installment for their service period become liable to the school district for all excess amounts received, plus interest accruing at the current Stafford Loan rate.

Maintains existing requirement that employees whose employment ends during a school term receive salary only for the portion of the term they actually worked, with no payment for work not performed.
