Amends Mississippi Code Section 37-15-31 to require approved student transfers between school districts to remain in effect until the student's high school graduation unless the student's residential address changes.

Transfers approved by both school boards become final and permanent for the duration of the student's high school enrollment, eliminating the need for annual renewal requests.

If a student's residential address changes after transfer approval, the transfer decision is no longer binding and can be terminated.

Maintains existing provisions for transportation agreements between school boards and allows either board to refuse initial transfer requests.

Takes effect July 1, 2014.
