Grants the Commission on Wildlife, Fisheries and Parks plenary authority to set bag limits for white-tailed deer and promulgate necessary regulations consistent with best management practices and scientific data.

Removes legislative statutory provisions that previously set specific bag limits for antlered deer (one per day, not to exceed three per license year) and antlerless deer (one per day, not to exceed five per license year).

Exempts private lands under the Deer Management Assistance Program or fee-based antlerless program approved by the department from commission bag limit authority.

Effective July 1, 2014.
