Removes the 75-foot height restriction on the Mississippi Fire Prevention Code's application to buildings permitted after July 1, 1978, expanding the code's scope to all such buildings regardless of height.

Requires automatic sprinkler systems in all new buildings permitted after July 1, 1978 to be installed by contractors or subcontractors holding a valid certificate of responsibility under Section 31-3-1 and National Institute for Certification of Engineering Technologies (NICET) level 3 certification.

Exempts public utility company buildings where water would damage equipment (telephone, computers, electric services) and agricultural storage structures (silos, grain elevators) from automatic sprinkler system requirements.

Maintains that sprinkler system requirements apply to existing buildings where 25% or more of floor space is being reconstructed or added after July 1, 1978.

Takes effect July 1, 2014.
