Expands the Mississippi Telephone Solicitation Act to prohibit unsolicited text messages, SMS/MMS messages, and telephone facsimile (fax) solicitations in addition to voice calls

Extends consumer protections to wireless telephone subscribers, not just residential landline users

Requires the Public Service Commission to establish a "do-not-fax" database alongside the existing "no-calls" database for consumers to register their objections to solicitations

Restricts all telephone solicitations to between 8:00 a.m. and 8:00 p.m. Central Standard Time, and prohibits solicitations on Sundays and legal holidays

Narrows exemptions from the act to only charitable organizations and solicitors with an established business relationship with the consumer, removing previous exemptions for real estate agents, motor vehicle dealers, insurance agents, securities brokers, and others
