Amends Mississippi Code Section 37-43-1 to allow school districts to use electronic textbooks in addition to or instead of traditional bound textbooks for student instruction.

Prohibits students from taking home electronic devices that are school district property containing instructional materials; instead, teachers must provide students and parents/guardians with access codes to view materials on personal devices.

Defines "electronic textbook" as any book or book substitute accessed through computers, e-readers, or other electronic devices via Internet-based providers or other electronic means that contributes to the learning process.

Expands the definition of "textbook" to include printed or electronic mediums that contain systematic presentation of subject principles and serve as major instructional vehicles.

Takes effect July 1, 2014.
