Amends Section 43-13-121 of the Mississippi Code to add reciprocity requirements for Medicaid payments to out-of-state providers.

Prohibits the Division of Medicaid from paying providers located in states that border Mississippi if those states do not allow all Mississippi providers to fully participate in their own Medicaid programs.

Applies reciprocity requirement specifically to providers in adjoining states to ensure equity and freedom of choice for Mississippi Medicaid recipients.

Effective July 1, 2014.
