Deposits the total 2014 tobacco settlement installment payment into the Health Care Expendable Fund and transfers $2,959,334 from the Health Care Trust Fund to that fund during fiscal year 2014.

Transfers $78,800,000 from the State General Fund and $3,800,000 from the Abandoned Property Fund to the Capital Expense Fund during fiscal year 2014, then transfers $82,600,000 back to the General Fund during fiscal year 2015.

Allows the Legislature to appropriate up to 100% of the general fund revenue estimate (instead of 98%) when additional funds are transferred to the General Fund, but restricts those additional funds to covering agency budget reductions if revenue targets are missed.

Requires any unused additional funds transferred to the General Fund to be deposited into the Working Cash-Stabilization Reserve Fund rather than expended for other purposes.

Delays the requirement for appropriations to the Local System Bridge Replacement and Rehabilitation Program by exempting calendar year 2014 from mandatory funding obligations.
