Creates a Statewide Law Enforcement Strike Team Division within the Office of the Attorney General to assist municipal, county, and state law enforcement with apprehension of criminals, seizure of evidence, and warrant execution upon request.

Establishes three strike teams located in northern, central, and southern areas of Mississippi, each composed of 12 or 15 members divided equally among municipal, county, and state law enforcement.

Requires the Governor and Attorney General to jointly appoint a commander for each strike team who serves at their pleasure, with the Attorney General having exclusive oversight of the division.

Limits overtime compensation for strike team members to $15,000 per person per fiscal year and requires the Attorney General to establish budgets for compensation, equipment, training, and reimbursement of participating agencies.

Directs the Attorney General to promulgate rules under the Administrative Procedures Act governing request assessment, member selection, use of law enforcement academies, radio communications, operational standards, and referral of major cases for federal prosecution; takes effect July 1, 2014.
