Brings forward multiple Mississippi Code sections related to motorcycle and vehicle license tags for possible amendment, including provisions for personalized tags, antique motorcycles, special tags for disabled persons, and veteran tags.

Establishes standards for motorcycle license plates at 6 inches wide by 3 inches high, and permits personalized and special license tags for motorcycles under specified conditions.

Authorizes antique motorcycles (manufactured more than 25 years ago) to obtain permanent special plates for a one-time fee of $25.00 and exempts them from ad valorem taxes.

Permits personalized motorcycle license tags with up to seven letters or numbers for an additional annual fee of $30.00, with combinations subject to approval by the Commissioner of Revenue.

Extends existing special license tag programs to motorcycles, including tags for disabled persons, Pearl Harbor survivors, Purple Heart recipients, deaf persons, Freemasons, and armed forces veterans, effective July 1, 2014.
