Creates the "Municipal Law Enforcement Employment Procedures Act" requiring municipalities to provide pre-disciplinary hearings before suspending or terminating law enforcement officers.

Requires municipalities to establish written due process procedures including written notice of reasons for termination/suspension, officer right to legal counsel, right to speak or have representation, and right to present evidence and question witnesses.

Officers must request a hearing within five days of notice or waive their right to a hearing; hearing may be conducted in executive session but final adjudication must occur in open session.

Allows municipalities to place officers on leave without pay during hearing process; reinstated officers found not guilty of charges are eligible for back pay from suspension/termination date through reinstatement date.

Exempts municipalities that have civil service commissions under state law or existing ordinances with due process policies meeting or exceeding these requirements.
