Creates administrative consolidation of Coahoma County School District and Clarksdale School District into one countywide municipal separate school district called Clarksdale-Coahoma Consolidated School District, effective July 1, 2016.

New consolidated district board of trustees shall have five members: three appointed by the City of Clarksdale Mayor and Board of Aldermen for four-year terms, and two appointed by county board of supervisors from outside Clarksdale incorporated limits.

Central administrative office located in Clarksdale; former school boards abolished on July 1, 2016, with all property and assets transferred to the consolidated district.

State Board of Education may administratively consolidate any school district that does not voluntarily comply with the consolidation order.

Grants two-year waiver from accountability and state assessment requirements for students from the former Coahoma County School District; Coahoma Agricultural High School excluded from consolidation.
